8th Pay Commission Faces Delay: No Chairman, No Terms Of Reference Yet | Economy News

More than six months after the Centre announced the formation of the 8th CPC, there has been little to no progress on the ground

The 8th Pay Commission will revise salaries, pensions, and allowances, directly benefiting over 50 lakh central government employees and over 65 lakh pensioners.

8th Pay Commission Faces Delay: More than six months after the Centre announced the formation of the 8th Central Pay Commission (CPC), there has been little to no progress on the ground. The expected timeline is now slipping, raising concerns among central government employees and officials alike.

No Gazette Notification, No Terms of Reference

Despite being announced in January 2025 by Union Minister Ashwini Vaishnaw, the 8th Pay Commission has not yet received an official gazette notification. The government has yet to name a Chairman or finalize the Terms of Reference (ToR)—two crucial steps required to operationalize the commission. This delay has put the January 2026 rollout deadline at risk.

Delay Surpasses 7th CPC Timeline

For context, the 7th Pay Commission was constituted on September 25, 2013, and its ToR was notified within 156 days, by February 28, 2014. Comparatively, it has now been over 160 days since the January 16, 2025, announcement for the 8th CPC, with no visible movement from the government.

Employee Unions Raise Alarm

The delay has not gone unnoticed. Shiv Gopal Mishra, Secretary of the National Council (JCM), has formally written to the Cabinet Secretary expressing concern over the lack of communication and action. The letter pointed out that discussions had already been conducted and that the Staff Side’s recommendations had been submitted well in advance. Yet, the administration has remained silent.

The letter also flagged growing confusion among stakeholders and reiterated that the commission should have ideally been set up by February 2025 to stay on track for the January 2026 implementation.

With no formal steps taken so far, there is increasing speculation that the 8th Pay Commission may miss its intended deadline. This uncertainty is causing anxiety among central government employees who were expecting clarity on future pay structure revisions. The ball is now in the government’s court to act promptly and communicate its roadmap before concerns escalate further.
