The United States may recognise Russian-held territory in Ukraine as part of a potential peace deal being discussed between Washington and Moscow, according to a Bloomberg report published on Friday.

The report, citing sources familiar with the matter, said officials from both countries are working on an agreement that could be finalised during a planned summit between US President Donald Trump and Russian President Vladimir Putin as early as next week.

The proposed deal would aim to end the war in Ukraine by formally locking in Russia’s occupation of areas seized since the invasion began in February 2022. The war, now in its third year, is the deadliest conflict in Europe since World War Two.

This development comes just a day after the Kremlin confirmed that a Trump-Putin meeting is expected “in the coming days”, as the US President pushes for a breakthrough in ending the war. Trump has expressed growing frustration with Moscow and threatened new sanctions unless Russia agrees to stop its military campaign.

From Friday, Trump warned of fresh sanctions not only against Russia but also against countries continuing to buy its exports. Earlier this week, he raised tariffs on Indian goods in response to India’s purchase of Russian oil. He also hinted that China could face similar action.

A three-hour meeting between Trump’s envoy, Steve Witkoff, and Putin took place in Moscow on Wednesday, paving the way for the upcoming summit. Kremlin aide Yuri Ushakov confirmed the meeting is agreed but did not give a date.

Putin suggested that the United Arab Emirates (UAE) would be a suitable host for the summit, although no final location has been confirmed. Russia’s deputy UN envoy, Dmitry Polyanskiy, also stated that the venue has been agreed privately but not yet revealed.

There has not been a US-Russia summit since June 2021, when Putin met former President Joe Biden in Geneva.

Since the start of the war, tens of thousands have died and millions have been displaced, especially from Ukraine’s eastern and southern regions.
