The Government of India launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), a new employment scheme that comes into effect from August 1, 2025.

Aimed at supporting first-time jobseekers, the scheme provides financial assistance of Rs 15,000, disbursed in two installments, to ease their entry into the workforce.

This scheme, previously known as the Employment Linked Incentive (ELI), has undergone a name change. Its primary objective is to generate 3.5 crore new jobs across the country, with a specific focus on boosting employment in the manufacturing sector. It also aims to financially support the youth and motivate companies to hire fresh talent. The government has allocated a budget of Rs 99,446 crore for PM-VBRY, spanning the next four years.

How To Avail Benefits Under The ELI Scheme

The scheme operates in two parts. The first part is aimed at individuals starting their first job. Those registered with EPFO and earning less than Rs 1 lakh per month will be eligible for financial assistance of Rs 15,000. The amount will be disbursed in two installments, the first after six months of continuous employment and the second after 12 months, subject to the completion of a financial literacy course.

The financial assistance will be directly credited to the beneficiary’s Aadhaar-linked bank account. A portion of the amount will be deposited into a savings account, which can be withdrawn later. Around 1.92 crore new employees are expected to benefit from this component of the scheme.

The second part of the scheme targets employers. Companies that hire new employees will receive an incentive of Rs 3,000 per month per employee. This incentive will be provided for two years, and for those in the manufacturing sector, it will be extended to four years.

However, certain conditions apply. Small companies with fewer than 50 employees must hire at least two new employees, while larger companies must hire a minimum of five over a six-month period. The incentive will be credited to the company’s PAN-linked bank account.

Push For ‘Make In India’

The aim of this scheme is to encourage more people to join the organised sector and gain access to social security benefits such as pension and insurance. It places special emphasis on skilling youth between the ages of 18 and 35 and supporting small and medium enterprises. The initiative is also expected to boost the ‘Make in India’ campaign and strengthen India’s position as a major manufacturing hub.

On July 12, Prime Minister Narendra Modi distributed 51,000 appointment letters at a Rozgar Mela. The launch of this scheme represents another substantial step in the government’s ongoing efforts to boost employment. Whether for first-time jobseekers or companies looking to expand their workforce, the scheme offers a valuable opportunity.
