Football’s rule-making body stated that double-touched penalties such as the one by Atletico Madrid forward Julian Alvarez against Real Madrid in the UCL, would have to be retaken.

Atletico Madrid forward Julian Alvarez’ penalty against Real Madrid in the UCL was ruled out due to a double-touch.

The International Football Association Board (IFAB), football’s rule-making body, stated that double-touched penalties such as the one by Atletico Madrid forward Julian Alvarez, which was ruled out in the Spanish side’s UEFA Champions League defeat to Real Madrid, would have to be retaken going forward.

IFAB secretary, Lukas Brud wrote in a circular that, “The situation where the penalty taker accidentally kicks the ball with both feet simultaneously or when the ball touches the penalty taker’s non-kicking foot or leg immediately after they have taken the kick is rare.”

Alvarez’s penalty during the shootout between the sides, which was ruled out by the referee, cost Atletico the fixture as the Spanish Capital city side were ousted from the elite European tournament by cross-town rivals owing to the caveat.

“Under the current rule, the VAR had to call the referee, signalling that the goal should be disallowed,” Brud continued.

The tie between the Madrid teams in the UCL pre-quarters ended in a 2-2 stalemate before the shootout was required to split the sides.

“As it is not directly covered in Law 14, referees have understandably tended to penalise the kicker for having touched the ball again,” he added.

The circular added that the ruling “is primarily intended for situations where the penalty taker deliberately touches the ball a second time before it has touched another player”.

“This is very different from the penalty taker accidentally kicking the ball with both feet simultaneously or touching the ball with their non-kicking foot or leg immediately after they have taken the kick, which usually occurs because they have slipped,” the statement continued.

Brud also added that “if the kick is successful, it is retaken” during the game and if it is unsuccesful, an indirect freekick would be awarded just as it would be for deliberate double-touches, withholding the referee’s choice to permit play on for the defending unit. However, an unsuccesful double-touch during the shootout will be counted as a miss.
