UP Govt Unveils Over Rs 8-Lakh-Crore Budget For FY26; AI, Cybersecurity Remain Special Focus Areas

The Uttar Pradesh government on Thursday unveiled its Budget 2025-26 with a special focus on research & development (R&D) and information technology (IT). The state’s Finance Minister Suresh Kumar Khanna tabled the Rs 8,08,736-crore Budget, which earmarks 22 per cent for development purposes and 13 per cent for education, in the state Assembly for the financial year 2025-26.

This year’s Budget size is almost 9.8 per cent higher than the previous FY25 Budget.

During his Budget Speech, Khanna said 22 per cent of the Budget has been earmarked for development purposes, 13 per cent for education, 11 per cent for agriculture and related services, while six per cent has been allocated for health.

“We have focussed on research, development and Information Technology in the budget,” said Khanna. He added that the state government will develop an artificial intelligence city and set up a park for technological research in cybersecurity.

There are also provisions for the modernisation of the Legislative Assembly as well as the development of smart classes and laboratories in schools and polytechnics.

Khanna began his address by praising Chief Minister Yogi Adityanath and highlighting developments in the state under his leadership.

He also mentioned the ongoing Maha Kumbh as he began his address. He described the Kumbh as not only a cultural and religious event but also a rare astronomical occurrence symbolising India’s ancient faith and cultural integrity.

UP Budget 2025: The Key Numbers

Khanna said the total Budget outlay for financial year 2025-26 is 9.8 per cent higher from the Budget outlay for FY25. The size of the state’s Budget for 2024-25 was Rs 7,36,437 crore, which included new schemes worth Rs 24,863.57 crore.

The total outlay for financial year 2025-26 of Rs 8,08,736.06 crore includes new schemes worth Rs 28,478.34 crore, the state finance minister said while presenting the Budget.

The size of the state’s Budget for 2024-25 was Rs 7,36,437 crore, which included new schemes worth Rs 24,863.57 crore.

For the next fiscal, the state government’s Budget has estimated the total receipts at Rs 7,79,242.65 crore, which includes revenue receipts estimated at Rs 6,62,690.93 crore and capital receipts at Rs 1,16,551.72 crore.

The share of tax collection in revenue receipts is estimated at Rs 5,50,172.21 crore, which includes the state’s own tax revenue of Rs 2,95,000 crore and its share in the central tax pool at Rs 2,55,172.21 crore.

The total expenditure is estimated at Rs 8,08,736.06 crore. Out of the total expenditure, Rs 5,83,174.57 crore has been allocated for the revenue account and Rs 2,25,561.49 crore for capital account.

After deducting the total expenditure from the receipts of the consolidated fund, a deficit of Rs 29,493.41 crore is estimated in the Budget.
